Commenting on reports that the Government's White Paper on House of Lords reform will suggest a chamber half-elected and half-appointed, Liberal Democrat Shadow Constitutional Affairs Secretary, Simon Hughes MP said:

"Whatever the contents of the White Paper, Liberal Democrats will continue to press for a predominately elected second chamber.

"There must be an open and honest debate about the arrangements for an effective second chamber which will properly hold the Government to account.

"The objective for all reforms of Parliament is to make sure that the legislature passes good laws and that the executive is held to account."
