A pensioner who has lived in her home at the Borough for over fifty years has just contacted Simon because she has been waiting for central heating to be installed since Peabody agreed to do so in September 2007. A contractor from 'Effectual' visited on 1st December, but she has still not heard from Peabody. Not very effectual!
